UPGRADE YOUR LEARNER'S PERMIT T0 A DRIVERS LICENSE "ON LINE"
DOES NOT REQUIRE A TDPS "IN PERSON VISIT".
The State of Texas has recently created a website (TxT.texas.gov) that allows students to upgrade their Learner's Permit to a Drivers License "ON LINE", if they took their Road Test with a 3rd party tester (All Star).
Once the student has successfully passed the Road Test, they "MUST PROVIDE" the following documents to be scanned and forwarded to TDPS by All Star.
In addition to the documents required to take the Third Party Skills Test:
- a. Completion of Driver Education Certificate DE-964
- b. Unexpired IMPACT video certificate
The applicant must provide:
- 1. A completed "Application for a Driver License" -down loaded from the internet
- 2. DL14B for Teens 15-17 yrs 10 months or (https://dps.texas.gov/internetforms/Forms/DL-14b.pdf)
- 3. DL14A for Adults 17 yrs 10 months or older.(https://dps.texas.gov/interntforms/Forms/DL-14a.pdf)
Bring the age appropriate document for processing.
DO NOT SIGN THIS FORM UNTIL YOU ARE IN FRONT OF AN AUTHORIZED TDPS 3RD PARTY TESTER OR A NOTARY PUBLIC.
All Star will process and forward the above completed documents to the TDPS for approval.
STUDENTS RESPONSIBILITY:
Students will create a TxT account with the State of Texas as soon as possible.

Once Created:
- 1. Tap "Upgrade DL" in your to do list (it will appear when your packet is approved- may take a couple of days).
- 2. Pay the State of Texas "Driver License Fee" by credit card.
- 3. Print your valid temporary driver license. Your plastic Driver License will be mailed to approximately 30 days
